Federal Police material and media footage place Daniel Vorcaro, the former controller of Banco Master, alongside senior Brazilian officials and politicians at events between 2023 and 2025. The records document contact, but they do not by themselves establish that those encounters involved misconduct.¹

One of the clearest examples is a photograph from a London event in April 2024 showing Prosecutor-General Paulo Gonet seated near Vorcaro. The prosecutor’s office confirmed the image was authentic, while Gonet said his contact with Vorcaro was brief. A video from the same period shows Vorcaro speaking with Ricardo Lewandowski during a reception connected to the Brazil Ideas Legal Forum, whose principal sponsor was Banco Master.¹

Critics have focused on the apparent proximity suggested by those images. Commentator Rodrigo Constantino highlighted Gonet’s presence at a 2024 lunch honoring the prosecutor, writing: “Olha quem estava em almoço de homenagem a Paulo Gonet em 2024! O mesmo Vorcaro que ele nem conhece…”Rodrigo Constantino (Rconstantino)²

The material also distinguishes between direct encounters and looser business links. Footage showed Supreme Court Justice Alexandre de Moraes and his wife disembarking from an executive jet operated by a company in which Vorcaro had been a partner, but Vorcaro was not shown on the flight. The office of Viviane Barci de Moraes confirmed use of air-taxi services and denied irregularities.¹

Similarly, Senator Ciro Nogueira appears in photographs with Vorcaro during trips and on private aircraft, but contests investigators’ conclusions. Chamber president Hugo Motta said accommodation paid for in Lisbon was connected to a corporate and legal event; police messages nonetheless quoted Vorcaro describing him as an “amigo irmão,” or close friend.³

Both accounts caution against treating every circulating image as evidence: a purported photograph of Justice André Mendonça with Vorcaro was identified as AI-generated, although Mendonça acknowledged a separate meeting in March 2025.³
