MPF Council Faces a Choice Over Gonet’s Role in Banco Master Inquiry

The dispute turns on competing readings of the same material: critics see messages tied to Daniel Vorcaro as grounds to test Paulo Gonet’s impartiality, while Gonet argues that indirect references and a brief public encounter do not establish misconduct.

Brazil’s Superior Council of the Federal Public Ministry is due to consider whether Attorney General Paulo Gonet should face a formal inquiry, be removed from Banco Master-related investigations, or have the matter closed without further action.

One account frames the meeting primarily as a procedural safeguard. The council will review messages and photographs linked to former banker Daniel Vorcaro, along with Gonet’s response, to decide whether there is enough material to proceed. Opening an investigation, however, “would not represent a conclusion that there was irregularity.” Gonet is not expected to take part in the deliberation or vote because the proceeding concerns his own conduct.

The council could archive the case, appoint another senior prosecutor to investigate, or examine whether Gonet should step aside specifically from the Banco Master matters. That narrower measure would not, by itself, remove him as attorney general.

A contrasting account stresses the possible implications of messages found by federal police on Vorcaro’s phone. It says the exchanges included references that investigators interpreted as relating to Gonet and Federal Police Director Andrei Rodrigues, as well as discussion of a London event in 2024 and alleged efforts by senior officials to prevent action against the bank. Under that reading, the central issue is whether the material could undermine confidence in the impartial handling of the investigations.

Gonet rejects that interpretation. He denies any close relationship with Vorcaro and describes their London encounter as brief and routine, at a public legal event where Banco Master was one of several sponsors. His position is that third-party references in messages do not demonstrate his involvement in wrongdoing, and that the prosecution service has pursued full clarification of the case.

The council’s immediate vote therefore concerns whether the evidence warrants scrutiny—not a finding of liability or a final decision on Gonet’s post.
